INDICATOR: Number of contracts between and among local governments and private for-profit and not-for-profit service-delivery organizations
Why is this important?
In times of shrinking budgets for public services, governments may seek to outsource many service-delivery functions to public/private partnerships, authorities, or overlapping governmental jurisdictions. Tracking the number of these non-direct service arrangements is a first step in assessing the effectiveness of such collaborations.
How are we doing?
The annual Government Management Indicators Survey conducted by the Georgia Department of Community Affairs shows that, in general, the 10 counties in the Atlanta region provide most of their own services. However, the 63 municipalities within these counties are more likely to rely on a variety of cooperative or cost-sharing arrangements with their county governments, as well as outsourcing to private companies.
